BLOCKING AN ALFAPASS CARD

It's important to remember that unused periods of already paid subscriptions are credited when the cards are validly blocked (staff turnover, dismissal, leaving the company, etc...).

Because the unused part of the subscription of a blocked card is reimbursed on the due date, it is very much in the customer's interest to immediately report all cards that need to be blocked to Alfapass. This needs to be done by e-mail (info@alfapass.be).

Both the signed document for the Alfapass card application and the user rules and regulations specify when the card needs to be blocked.

Card application

The card applicant shall, in the event that:

  • the card holder is no longer employed by the card applicant; 
  • the card holder has another position and the card is surplus to requirements; 
  • the card holder is no longer entitled to a card for whatever reason;

immediately notify ALFAPASS cvba so that the card in question can be blocked and no longer be used. The card also needs to be returned as soon as possible.

In case of loss or theft of the ALFAPASS card, the card applicant and/or the card holder shall immediately notify ALFAPASS cvba so that the card in question can be blocked.

ALFAPASS cvba retains the right to unilaterally block the ALFAPASS card and to revoke it in case of the non-payment of the cards on the due date and in case of the non-observance of the provisions of this declaration and of the user rules and regulations by the card applicant and the card holders.

User rules and regulations

Article 2. General

ALFAPASS cvba provides and manages a uniform identification tool, more specifically an electronic ID card.
The ALFAPASS card comprises a single ID card for the port(s) of Antwerp, Zeebrugge and Ghent that allows a uniform identification and registration in a port facility.

The ALFAPASS card is strictly personal and may under no circumstances be passed on to third parties.  In case of abuse the card will be immediately blocked and revoked and the card holder will have to return the ALFAPASS card. This kind of abuse will be reported to the LOVECO (LOkaal VEiligheids COmité) as a ‘security incident’.

Article 7. Biometry

If no biometric data was stored on the ALFAPASS card, the port facility is entitled at all times to check the identity of the card holder. In case of negative identification the port facility needs to report this to ALFAPASS cvba.  The card shall be immediately blocked and revoked and the card holder will have to return the ALFAPASS card.  This kind of abuse will be reported to the LOVECO as a  ‘security incident’.

 

With regard to blocking and/or revoking the Alfapass card the Port Facilities are allowed to apply the following procedures:

Revoking an Alfapass card by a PORT FACILITY

The Port facility may revoke the card based on articles 2 and 7 of the user rules and regulations.  If this happens, the Port Facility needs to report this immediately to Alfapass, so that the card in question can be blocked in the Alfapass databases.   In this way all connected Port Facilities are notified.
The Port Facility shall also immediately return the revoked and blocked card to Alfapass.
Alfapass will get in touch with LOVECO to report this incident and consult with them regarding additional sanctions and/or whether a new Alfapass card will be created for the offender.

Detection of a blocked card by a PORT FACILITY

The Port facility may revoke a blocked card.  The Port Facility must then report this immediately to Alfapass.  The Port Facility shall also immediately return the blocked card to Alfapass.
Alfapass will get in touch with LOVECO to report this incident and consult with them regarding additional sanctions and/or whether a new Alfapass card will be created for the offender.
